Dr. Hojjat Baghaei, research and development advisor and designer of the program, implicitly criticized traditional methods during the program’s introduction session, stating:

> “Development does not require an injection of money, but an injection of the culture of participation and acceptance—and that can only be achieved through powerful narratives.”

### Bridging the Gap Between Theory and Practice in Development Economics

Economists have long emphasized that economic development programs often fail due to weaknesses in cultural implementation and internalization of goals among the general public.

Dr. Baghaei elaborated:

> “We have written admirable development programs, but when people or stakeholders cannot sense the language and relevance of those programs in their own lives, resistance emerges, or efforts drift toward short-term objectives.

> This field serves as a bridge between the complex concepts of development economics and the artistic and media language that people naturally connect with.”

Investing in “Narrative Capital” in the Economy

Unlike traditional fields such as Development Economics or Planning, the new discipline focuses on impactful content creation.

Key courses include:

- Economic Discourse Analysis

- Communication Strategies for Attracting Micro-Investment

- Narrative Techniques for Successful Infrastructure Projects

Experts note that this approach means the government and private sector can no longer rely solely on bureaucratic decrees to advance large-scale projects. They now need to create heroes from their projects and promote economic successes across social groups.

The program aims to train specialists who can:

1. Translate the long-term economic impacts of a policy into engaging and accessible language for the public.

2. Manage cultural resistance to structural economic reforms (such as subsidy adjustments or changes in consumption patterns) through persuasive content creation.

3. Use art as a vehicle to foster a culture of smart and sustainable consumption.

Eqtesaddan Media Analysis

This initiative reveals that policymakers have begun to recognize the indirect significance of soft factors in advancing economic objectives.

If successful, the program could become a model for other policy domains that consistently struggle with public opinion resistance during implementation.
